Inside the United State the congress acts as the main legislative body or institution, for having the main purpose of creating and implementing the right procedure to carry out the constitutional activities inside the system.

While, the congress is comprised of a limited number of elected members that are providing there ideas to have a more effective form of legislation. During the presidency of Lyndon. B Johnson there was much to do inside the state and perform the legislation for improving the standard of each citizen, as after the unfortunate event relating John. F Kennedy occurred people were in despair and there was also some required attention towards the region of Vietnam. Because, the state departments wanted to have a more controlled state, rather then facing the protests and having a shattered form of government. And for such reason the President wanted to initiate such projects which would benefit the free folk more effectively rather then paying for war inside a foreign country. The congress was all agreed upon that as before the presidency of Johnson there were less to gain for the free folk in the health sector and having a standard of life. As proper legislation was provided and more effective number of healthcare and medical projects were introduced for improving each American's way of life. So, for him it was better to invest funds in the development of the American region and the society rather then going after some people inside a foreign country and waging a war against them
