    Washington delivered his farewell address on 17th September 1796 to announce that he didn't want seek a third term as president. In his farewell address he warned people that politician faction can be dangerous for the democracy as it would obstruct the execution of the laws created by the government. It can also prevent the branches of the government from enacting the powers given to them by constitution.
