    Explanation:

    Voting is mandatory in both Brazil and Mexico. However in Brazil, citizens who are literate and are between 18 and 70 years old are mandated to vote. This is because you have to show a proof of voting before you are employed in the public sector, before you renew or are issued a passport, and before you are offered public housing. Mexico on the other hand mandates voting, but does not enforce it. While it was mentioned in the Constitution of Mexico that citizens are obliged to vote, there are no penalties in the Electoral Code for not voting.
