In the 18th century, compared to the Ottoman Empire, the Mughal Empire was in a state of decline.

Explanation:

The Ottoman empire was strong until he end of the 19th century when its power began to weaken and it only fell to the British by being on the wrong side of the war effort in the first world war.

Meanwhile the Mughals had begun to decline by the time of the demise of their last strong ruler Aurangzeb.

By the time of the ruler's end their formidable opponents in Marathas had begun seizing control and they would eventually take over from the Mughals by the time of 1760s because of multiple takeovers and raids by foreign invaders weakening the mughals further.
