    After 9/11 lawmakers began discussions about how the federal government could prevent future terrorist attacks. Sen. Joe Lieberman (D-CT) and Sen. Arlen Specter (R-PA) were the lawmakers who introduced legislation to create the Department of Homeland Security. The Homeland Security Act of 2002 pulled together a total of 22 different divisions and agencies within the government before the department existed under the newly created Department of Homeland Security (DHS). The department began operations officially in 2003.
