    Explanation: Hobbes argued in favour of strong executive power (in his concept there is no division of powers, i. e. he speaks of "absolute power" or, in other words, sovereign's power cannot be divided). For him king (executive power/president) prevents from discords, conflicts, divisions. Foreign immigration signifies a foreign element in society (for Hobbes) and can constitute threat for unity and coherence of the society ... the king should be aware of that.
