Is healthcare a basic human right?

In multiple country's such as Canada health care is free, yet other country's such as USA have you pay outrageous prices for healthcare. So personally I would say it's no a basic human right since it's almost a luxury at the costs in country's without free healthcare

The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition" ... Everyone has the right to privacy and to be treated with respect and dignity.
