    No, it is not fair. It goes against democracy in which citizens have the right to vote. It took several decades and countless blood sacrifices before the country became democratic and it would be shameful if restrictions will be implemented on this, just like that. Does it mean, people who are incapable of intelligible means will not be allowed to vote? Well, it seems like this is how it's going to end if such process will be followed. Citizens have been given the right to vote those people who they think are suitable for the government's position and they don't need to prove anything as it will only cause hesitation on their part. This could result to a fewer number of citizens who'd take part in voting.
