    Education is constituted as a fundamental and essential right to human beings and there are several documents that corroborate this statement. The Law of Guidelines and Bases for National Education, states that "it is the right of every human being to have access to basic education", as well as the Universal Declaration of Human Rights which establishes that "everyone has the right to education".

    Despite being in the 21st century, facing numerous technological innovations, where different branches are modernized, either economically or culturally, we still live with a major problem that prevents the full development of our country: the lack of investment in the educational area, generating the poor quality of it.
