    Pass

    Explanation:

In the House of Representatives, if 197 out of 199 Republicans vote in favor of a bill, and 22 out of 235 Democrats vote in favor of it, will the bill pass or fail?

In the House of Representative, 218 votes are needed to pass a bill i. e if the bill passes by simple majority of 218 out of 435 (the current numbers of representative in the house)

Therefore if 197 republican and 22 democrats vote in favor of a bill, the bill will be passed because the number tally is 219 which is slight over the require number to pass a bill.
