    c. Dry the shirt and place it in a plastic bag

    Explanation:

A small item could be transportable and could allow for the blood to be packaged in a paper bag. However we do not want the blood to be contaminated and so to prevent contamination of other objects, we would put it in a plastic bag. We could dry it immediately before the above or we could bring it to a secured location (if in a hurry or in an insecure location), and then take it out of the bag and allow both shirt (evidence) and bag to dry.
