    Explanation:

    The Louisiana's Separate Car Act (1890) mandated all railroads in the state to provide "equal but separate accommodations". This act prohibited white and African American passengers from entering into each other's accommodations inside public transits.

    This act was challenged in the 'Plessy v. Ferguson (1896) ' case as it was strongly believed to be a racially discriminating act. This case wanted to address segregation and discrimination in the railroads of Louisiana state.

    For the first time, this case brought forth the 'Fourteenth Amendment's (1868) equal-protection' clause to address racial segregation laws in the country and the doctrine of 'separate but equal' was being questioned.
