The court packing plan was proposed by the United States President Franklin D. Roosevelt. It is a legislative initiative and is also known as the "1937 Judicial Procedures Reform Bill". It suggested to provide more justices to the Supreme Court so as to obtain a favorable ruling in regard to the New Deal Legislation.

After this reformation attempt, the chastised or rebuked Supreme Court started to focus mainly on securing the constitutional protections for a growing civil rights movement.
