    D. States have equal representation in one house of Congress and representation based on their population in the other. During the convention, there was much disagreement about how the population should be represented. Delegates from larger states believed that it should be based off of population (larger states have more representatives) and delegates from smaller states argued that it wasn't fair that they would not have as much representation, and that every state should have equal representation.
