    Exodusters were free but without much liberty and were still discriminated against.

    Explanation:

    Exodusters were the first African Americans who moved down the Mississippi river to Kansas in the wake of the aftermath of the civil war after being freed from slavery, These settlements were formed for them to start a new life.

    They were given certain reparations and were promised some more which was famously 'forty acres and a mule' later cancelled shortly after the civil war. The Exodusters still faced rampant racism from the south and other racist white folk.
