    George Washington did not want to give in to "anarchy."

    Explanation:

    After finishing his second term, Washington decided that ruling for more than 8 years was too much and decided not to run for a third term. Every other president took note of that until the 1940's, when President Franklin D. Roosevelt decided to run for a third term. FDR later died during his 4th term. Soon after, Republicans in Congress began the work of creating Amendment XXII, which limited each president to only 2 terms.
