How should the size of the federal government be measured: cost,

    Explanation:

    In order to make the whole measure easier, the size of the federal government be measured in terms of the cost. The cost determines how everything will operate. The cost is important in the determination of the size of the parliament or body. This is because of the overheads that are needed to be covered that includes remuneration, maintenance, logistics etc. In addition, the cost is determined from the budget allocated to the departments. It is the cost from the budget that determines how many people will be employed and how much they can be paid.
