How would you assess the responsibilities of American troops abroad? Do you agree with the decisions of Admiral Dewey and General Merritt to avoid a bombardment in order to save the lives of civilian men, women, and children? Why or why not?

    In general, the main responsibility that American troops have abroad is protect the safety of American citizens, both abroad and those in the United States. However, the second duty that the troops should have is that of protecting other innocent people. While the troops are justified in acting in self-defense, or in attacking those who pose a threat to their safety, this is where their rights should end.

    I agree with the decision of Admiral Dewey and General Merritt to avoid bombardment in order to save civilians. I believe that, if civilians are not involved in the war, and are not trained to defend themselves, then it is a crime to attack them or kill them. This would not be justified under the usual understanding of a just war, and thus such behaviour should not be allowed in the American Army.
