Explanation: The Organ Donor Breakthrough Collaborative was established in 2003 at the request of the Secretary of the US Department of Health and Human Services. It was a formal effort of the donation and transplantation community to bring about a major change and improve the organ donation system.

In Collaborative hospitals, the number of organ donors increased by 14.1% in the first year, as opposed to the 8.3% increase experienced by non-Collaborative hospitals. This increase in organ recovery continued after the Collaborative periods. Records have shown an increase of about 24% between October 2003 and September 2006.
