The Rule consequentialism says that the act is only wrong when it does not complies the rules and regulation and cultural norms. So the outcome does not matters here. This means that if I enslave a person and give him fewer and other facilities which is allowed in society and judiciary (suppose I am in 1500s) then the action was correct. This means the theory is not reasonable or irrational. And the best criticism on rule consequentialism is that it promotes irrational rule, so the option C is correct.
