This can occur even in rich countries which may be caused by many environmental factors due to the fact that these factors can affect any country.

It doesn't mean the country will not have that resource but it just means it is not enough or plenty to supply everyone sufficiently.

This can also be caused by an increase in population which put a high demand on resources causing them to be scarce or causing them not to be enough for everyone.
