    Congress is the Legislative branch of government made up of two bodies namely; the House of Representatives and Senate. This branch of government makes laws by following due process.

    A member of either the House of Representatives or Senate may come up with a Bill and show it to the house. A committee for the House of Representatives will look into the Bill after which it will move to the Senate if approved. The same is done in the Senate as well. Both bodies will now collectively vote and if approved will be passed to the President for it to be signed into law.

    Since the Judiciary (Supreme Court) is responsible for the "interpretation of laws", the Judiciary can refuse to make use of that law if it is against the dictates of justice.
