Francis Galton is the correct answer.

Francis Galton was a famous geographer, sociologist, English explorer and anthropologist who was very well-known for his researches in human inteligence and eugenics. In fact, he was the first one to introduce the term eugenics in 1883. He defined it as "the study of the agencies under social control that either improved or impaired (mentally or physically) the racial qualities of future generations".
