    To develop good trade routes and a sphere of influence near the country.

    Explanation:

    While the cultural affinity to Europe meant that the USA could trade well with Europe it needed allies and to make a sphere of influence closer to home for which the new Latin american countries were chosen in dire need of a support system.

    The countries would be assisted i trade by the bigger and richer united states and in turn would develop the economy of US through easier sanctions and political influence that would develop.
