    Patronage, or spoils system, allowed people to work on jobs they were not qualified for. The misuse of influence gave jobs to friends and family instead of skilled workers, which contributed to government incompetence and fraud. It wasn't until 1883 that the Pendleton Act put the patronage system to an end and a merit-based system was established.
