why are cities passing local ordinances instead of lobbying for the state legislature to enact the policies as state wide laws?

    The state of Texas is a one-party republican state and large cities with majority of their citizens as democrats know that their policies will not stand a chance in the state legislature so instead, they pass local ordinances that will serve their purpose.
