    Pursuant to the Compromise of 1850, California was included in the Union as a free state, with a constitution that prohibited slavery. The areas ceded by Texas became the territories of Utah and New Mexico. Slave trade was abolished in the District of Columbia and through the Fugitive Slave Act, Congress decided that the federal government was responsible for returning slaves that had run away.
