After the Civil War, white Southerners quickly mobilized to eliminate the newly discovered freedom of blacks. They wanted blacks to be slaves again. For this to be "legal," they passed new laws that seemed, on the surface, neutral and fair for all races. But in reality, these laws were designed with the purpose of repressing blacks.

South Carolina began establishing Black Codes immediately. The 1865 Constitution, passed only a few months after the Civil War ended, did not grant African Americans the right to vote. He also retained racial qualifications for the legislature.
