    Explanation:

    human rights are a complicated issue which is more theory and often has a less practical consequence in the real world.

    It is an important theory to keep people together but ultimately there are times when one person cannot respect another's space and their rights as if they do their own rights are to be in danger.

    It is upon the administration to make sure that such levels of dichotomy never arise for the people to have to infringe on others rights to save their own.
