    The ideology of Classical Liberalism, advocated for granting civil liberties and economic freedom for the common people.

    Before the creation of the Enclosure Act of 1801, the lands were owned by the local government and there is almost no chance for the people to actually own the land as their private properties. This made it really hard for them to opened new businesses that they like.

    The enclosure Act of 1801 enabled people to own a certain size of land and make it their private property. This transfer of ownership granted economic freedom that previously didn't exist for the people.
