    There are only two reasons why the supreme court could overturn the law which made by the Congress:

    - The proposed law itself violates the constitution of united states

    - In order to enacted the law, the congress need to establish something that violate the constitution.

    So, whenever the supreme court rejected a law made by the congress, congress could rewrite it so the content and the implementation of the law could co-exist with the current constitution.
