    Government's stability is when the rule is devoid of crises in virtually all aspects of the economy. There and then, the government can calm down to distribute resources that will combat AIDS and famine.

    Explanation:

    No insurgency. No kidnapping. No war. No influation. No recession. No religious crisis. No political instability and a lot more. All the afore mentioned waste financial resources. In their absence, the government will have enough funds to spend on combatting AIDS and famine.
