    The answer is: C) The Articles of Confederation balanced power between state and federal government.

    Prior to the articles of the confederation, only the congress had the power to regulate taxation. This make it really hard for the states to control their income/spending. After the articles of confederation is created, the balance of power is shifted since the states were granted the power to control their own taxation.
