I believe the answer is: A person's privacy is well-protected by laws and regulations, and is based to a minor extent on choices the person has made.

The privacy in united states is based on major extent on choices, not a minor one. Stolen privacy could resulted in falsified identities that allow the stealer to obtain things such as your social security number or credit card number.

This could be minimized by opting to increase additional measures to icnrease your personal privacy such as using VPN services when browsing the internet, do use password on unsecured connection, etc.
