    If Canada wanted to increase the value of its "human capital", Which of these would be the best course of action? Develop a program to import high skilled workers to satisfy its need while Canada develops the human potential it requires.

    Explanation:

    To answer this question we have to first remember what Human Capital is.

    Human capital is the intangible asset an institution has in its workers. It is composed of skills, education, training, health, etc. Now Canada's need is to satisfy as fast as it can its Human Capital need, but right now it doesn't have the population required to do it. So, it needs whether to create it or import it. Human growth takes its time and if Canada doesn't satisfy its need quality of its inhabitants will fall. So, the best is to develop programs for high skilled foreigners to be part of Canadian society and enjoy the quality of life it provides, it's a win-win situation.
