    Oregon was the first state to institute all mail-in voting and automatic voter registration.

    Explanation:

    The elections which are conducted wholly via mail is said to be all-mail elections. The voters who are registered get their ballot in their mail. After marking the ballot, the voter sends the mail by signing an affidavit on the exterior of the envelope. The voters get more than a day to cast their vote and mail it back.
