Why were states' rights an issue between the North and the South?

The North wanted each state to form its own laws.

The North did not want states to be able to make any laws of their own.

The South did not want the federal laws to overrule the state laws

The south wanted federal laws that applied to the whole country

    I'm pretty sure that the correct answer is C. The south did not want the federal laws to overrule the state laws, because the south liked what they had going on in the south and the didn't want federal laws messing with it.
