    The answer is C.

    A is wrong because by the wars end Hitler and Mussolini were both dead. And Tojo was only tried in the Military Tribunals of the Far East, not the Nuremburg Trials.

    B is wrong because all Japanese officials were tried at the Military Tribunals of the Far East.

    D is wrong because while bombing English cities is a war crime, the news of the holocaust had just spread; and the public wanted blood for the atrocities that occurred so it more focused on the holocaust masterminds than just the Luftwaffe head Goering.
