Some of the decisions made by the local council require public voting for approval. One such example is the district school budget. The public has the chance to look at the budget and vote for it. If a majority votes in support of the budget, it passes. If the public votes it down, it fails. Considering your knowledge of how local and state governments function, what do you think the next step is when a budget fails?
