    Explanation:

    The first constitution of US was known as Articles of Confederation. It was proposed in 1777 during the continental congress and was ratified in 1781. The articles created a national government (congress). It could declare war, make alliances and sign treaties. The various states had equal representation in the congress and it was made mandatory for nine out of thirteen states to ratify the constitution. There was no provision for national courts and congress could not regulate the trade or draft soldiers.
