    I think that Miguel's argument is the right one in light of the fact that an association or organization can empower training just when it has the means to provide training.

    Situational restraints are factors which put restrains on the degree to which a behavior, individual characteristics, and inspiration convert into practices and execution for example an absence of materials or breaking down of gear or lack of resources to perform a certain task and so forth.
