Why did the South have trouble raising money for the war effort? A) As the war continued, most Southerners wanted to rejoin the Union and refused to pay for the war effort. B) The Confederacy formed a strong central government and most Southerners were opposed to giving the government more power. C) Communication in the South was very poor, and states did not know that money was needed for the war effort. D) The Confederate government had little power to collect taxes.
