The answer is A: Mexico had many leaders competing for power who did not agree on how to govern.

All throughout Mexico's war for independence from the Spanish Crown there were several leaders that pushed forward various political agendas. In 1821, when the war for independence finished properly and independence was gained, Iturbide installed the first Mexican Empire (a form of monarchic rule), which was plagued by instability and only lasted two years. After this, a federal republic was installed, this was also a turbulent moment in the history of the young nation, and it was ruled, during the next 12 years, by two different triumvirates and 9 different presidents (from which only one managed to finish his term).
