What are three problems in the Articles of Confederation and why are they a problem?

    1. The government had no power to impose taxes. This is a problem because the government could not pay their debts from the revolution or secure new funds.

    2. Congress needed 9 of 13 states to pass any laws. Requiring this high super-majority made it very difficult to pass any legislation that would affect all 13 states

    3. The document was almost impossible to amend because it required unanimous agreement from all states. This is a problem because the states had rivalries between themselves which made it impossible to pass amendments (amendments that could have fixed some of the initial problems with the document). It extremely rare that a unanimous decision is found on even the most basic of subjects.
