The political organization from classical civilizations changed over time, depending on the situation. For example, in Greece there was no centralized government, there were many city-states and the governing varied depending on the city - Sparta was a military state and Athens was a democracy. They managed people's affairs very well with several reforms of social classes.

Rome also had several different types of government, they managed laws and affairs of people very well. Rome started as a republic, then changed to Empire.
