    The Interstate Commerce Commission was a the first federal regulatory agency created by the Interstate Commerce Act of 1887 in the United States. The law granted the Interstate Commerce Commission with the power to investigate cases of abuse and call on witnesses, however it did not have the resources to accomplish its goals.
