I believe the answer is: Both Missouri and Main entered the union, with Missouri as a slave state and Maine as a free state.

This mean that missouri is a state where slavery is still considered to be legal among other union members. The escaped slaves that ran away from missouri to free state did not automatically gained their freedom. They would be dragged back To their owners and received a legal punishment in the slave state.
