If federal prisons are indeed safer then state-run facilities, How might you explain this discrepancy?

    Federal prisons are safer because they house people who commit nonviolent crimes like fraud but the state prisons hold the murderers and other people who have committed violent crimes and thus they represent direct danger to society and need a different treatment.
