A large Chinese population along the border

Explanation:

Xiongnu was known for its war with China and occasional invasion. They knew the importance of horses in military and usually targeted them.

However Xiongnu invasion will be discouraged if a large Chinese population are at the border.

This is because they will be unable to get to where pastures, farm animals which were their main targets.
