    I believe the answer is: create equality within a society.

    In command economy, the citizens have no ownership on any resource. And the government officials are the one that own it all. The government than distribute the resource to the people according on what they see fit. Beside the government officials who technically took the elite position in the country, there is barely any social class in a command economy.
